'Not a flawless deal': Transgender bathroom bill repealed in North Carolina

House Bill 2 was signed in March 2016 by the governor at the time, Pat McCrory, a Republican.

HB2 governs access to restrooms and changing rooms in state and local government facilities and prevents local governments from adopting rules to protect LGBT people from discrimination.

The revised law repeals the state's directive for transgender people to only use public bathrooms and showers that match their birth gender.

Governor Roy Cooper, elected in November, supports the compromise and is expected to sign the bill into law but acknowledged "it's not a ideal deal". It also prohibits local governments from enacting or amending ordinances regulating private employment practices or public accommodations until December 1, 2020.

A measure repealing North Carolina's contentious LGBT "bathroom law" has cleared a key hurdle when senators gave the bill approval.

Just hours after the announcement, about a dozen protesters gathered outside the Executive Mansion in Raleigh early Thursday, calling on Democratic lawmakers to vote no. Cooper was hosting Democrats, urging them to support the plan. "It is something that I think satisfies some people, dissatisfied some people, but I think it's a good thing for North Carolina".

How lawmakers voted on HB2 repeal Cooper likewise appealed to people to accept the deal because nothing better was available.

Cooper was narrowly elected with LGBT support on a platform that included repealing HB2.

Cooper had previously announced his backing of the compromise Wednesday, along with Senate leader Phil Berger, R-Rockingham, and House Speaker Tim Moore, R-Cleveland.

A transgender man who works at the University of North Carolina, Joaquin Carcano, spoke against the deal during the committee meeting.

The NCAA has already pulled seven championship events in baseball, soccer, lacrosse and other sports from North Carolina for the current academic year because of HB2.

The agreement announced Wednesday night comes as the NCAA has said North Carolina sites won't be considered for championship events from 2018 to 2022 "absent any change" in HB2.

During impassioned debate on the House floor, conservatives accused their colleagues of caving in to pressure from sports leagues. "That's a awful precedent to set", said Rep. Jeff Collins, R-Nash.

The North Carolina General Assembly today passed a bill that does not repeal the discriminatory HB 2 law.

"The initiative is not a repeal", Sgro said. "If you vote for this bill, you won't be a friend to the LGBT or civil rights community".

The proposed repeal was prompted by increasing backlash-North Carolina stands to lose $3.7 billion from business boycotts of the state. "But it won't be an instant transformation of image". "It's a Trojan horse, and we can never compromise on fundamental civil rights".

The bill then passed the House, 70-48; it was opposed by twice as many Republicans (31) as Democrats (15).

"We don't want special rights". It was unclear if the legislation would be sufficient to bring back the basketball games, concerts, financial firms and technology companies that abandoned North Carolina, costing its economy hundreds of millions of dollars. We demand a full, clean repeal, and that includes comprehensive non-discrimination protections.

Simone Bell, Southern regional Director at Lambda Legal added: "Lawmakers replaced a bad bill with another bad bill".
