It means whenever you go onto the Internet to do searches, browse or anything at all, your Internet provider will be able to track you, collect that data, and use that information to make money from anyone who wants to buy the information.

If you like to browse the internet, some consumer groups say get ready for your service provider to spy on you and then sell your data for its own profit. A federal appellate court ruled recently that the FTC lacks jurisdiction to bring enforcement actions against broadband providers.
