The driver sped to the police department for help, but Randalls could not be saved. Randalls just started working for PG&E- his close friend, Jonathan Gilbert, said the father of two was excited about his new job. Family members identified the second victim as 37-year-old Mark Gassett.

Francine Williams, mother of security guard Carl Williams, 25, described her son as a kind and giving person who had recently gotten engaged. "There were no boundaries with race, religions, beliefs, with anything. Good morning Mom, I love you", Rosie Wagner said. "He was a stand-up guy".

Muhammad told police he did not like white men and said they were responsible for "keeping black people down".

The shooter, who was armed with a revolver, reloaded his gun and headed towards Catholic Charities on North Fulton Street in Fresno where he encountered a man in the parking lot and killed him.

Mr Hughes came home to see a body draped in a blanket on the pavement leading to his front door.

Muhammad's brother, who didn't want to be identified by name, says his family had been concerned about Muhammad's homelessness. "These were unprovoked attacks".

Along with the three he's accused of killing on Tuesday, cops said, Muhammad also allegedly murdered a white Motel 6 security guard last week. The suspect was arrested shortly after the shooting. He is expected to be charged with four counts of first-degree murder- one for each of Tuesday's three victims plus the slaying of a white Motel 6 security guard who was killed last week. He was 58-years-old.

Disclosing that several more gunshots were detected nearby, Dyer said a total of 16 rounds were fired in less than a minute in four different locations.

The suspect then fled and hid on a gas station roof. From there, Dyer said, he watched police investigate his crime scene.

It's one of many new details suspect Kori Ali Muhammad revealed in an hourslong statement to investigators, Police Chief Jerry Dyer said Wednesday.

Just hours before the shootings on Tuesday, police published a news release warning that Muhammad was armed and unsafe and wanted for the murder last week of a white motel security guard, 25-year-old Carl Williams.

He wrote that his "kill rate increases tremendously on the other side" and also posted about "white devils".

Muhammad told detectives that he is Muslim but hadn't been to mosque in 20 years and prays to numerous gods, Dyer said.

Muhammad fired at Williams because he said the security guard disrespected him, Dyer said.

Trump warns North Korea: 'Gotta behave'
After a two-month policy review, officials settled on a policy dubbed "maximum pressure and engagement", US officials said Friday. South Korea strongly condemned the test and said that the launch is a threat to the whole world.

Muhammad was arrested shortly after the rampage.

The chief said investigators don't believe Muhammad worked with anyone else in the attack, calling him "an individual that is filled with hate, filled with anger". "And that is what he set out to do that day", Dyer says.

Court records show Muhammad also was arrested in Washington state in 2004 after acknowledging he shot a gun outside his apartment.

The suspect in Tuesday's shooting spree is not a terrorist, Fresno Police Chief Jerry Dyer said Wednesday.

Authorities said they don't believe that Tuesday's killings, which apparently were random, were acts of terrorism.

At one point he shot at a vehicle, but when he saw there were two Hispanic females inside, he stopped his attack.
