What you should know about apprenticeships, Trump's answer to the skills gap

President Trump is putting a spotlight Thursday on his administration's efforts to broaden the reach of private-sector apprenticeship programs, part of an effort to close a "skills gap" that the White House says is leaving millions of jobs unfilled.

The Executive Order will streamline the administrative processes of the current program by shifting the certification from the Department of Labor to industry, which is well equipped to set standards since they know what their companies and workforces need.

Trump signed an executive order to roughly double to $200 million the taxpayer money spent on learn-and-earn programs under a grant system called ApprenticeshipUSA. "So we're empowering these companies, these unions, industry groups, federal agencies to go out and create new apprenticeships for millions of our citizens", Trump said.

The President, his daughter and Secretary Acosta, have argued the training programs are affordable alternative opportunities to a four year college degree.

Jobs for the Future, a nonprofit that helps promote skills training and job opportunities for low-income people, supports apprenticeship programs that have the Labor Department's stamp of approval, says the group's president, Maria K. Flynn.

The idea is popular in Europe but has been slow to catch on in the United States, partly because businesses balk at the cost and some students feel that career training carries a second-class stigma.

There are about 500,000 apprenticeship positions in the U.S.

In addition, the executive order directs the Secretary of Labor, in conjunction with the secretaries of Commerce and Education, to establish an Excellence in Apprenticeship Program within two years of the date of the order. He said he recommended to the administration that all apprenticeships be registered, but Trump's order does not require it. That's when Walker told Trump at a Republican presidential debate that the country didn't need an apprentice in the White House.

Wisconsin DPI Superintendent Tony Evers has called on Congress to reject Trump's proposal, saying it would hurt Wisconsin students.

"We have regulations on top of regulations and in history, no one has gotten rid of as many regulations as the Trump administration", the president said during Thursday's announcement.
